Diana Troche

Diana Troche has been with Solano Family & Children’s Services since 1986, serving families & child care providers in our great community. She is currently the Director of Programs, having worked her way up the ladder from her first role as the agency’s receptionist. She loves her job, as she wholeheartedly believes in the agency’s mission. She absolutely understands that access to quality child care plays a key role in each family’s success, which in turn positively affects the local & national economies. Over the years at SFCS, Diana has been an integral part of our growth and achievements, and she looks forward to seeing the agency reach new heights.

Diana was born in Puerto Rico, raised in Chicago, and has been a resident of Fairfield since 1984. Each of these three places owns a piece of her heart. She is a proud mother of three, and a blessed grandmother of four wonderful children. She enjoys traveling, and from January through April every year, her hobby is completing tax returns for family & friends, as well low-income families as a VITA volunteer.

Kathy Lago

Kathy’s Degree in Child Development and Social Work brought her to Solano County to begin her professional career in 1986. She came to Solano Family & Children’s Services in 1990 as an Assistant Coordinator of an Early Intervention Grant assisting child care providers who were serving children with special needs. By 1995 Kathy was promoted to Resource & Referral Program Manager where she developed her knowledge of Solano County and built her collaborative partnerships with other community agencies that serve child care providers, families, and children.

During this time, she and her husband raised two amazing daughters and have 4 awesome grandchildren. In her free time she and her husband enjoy camping with family and friends. In 2016, Kathy was honored to be selected to lead SFCS as the Executive Director. She leads an amazing management team and a growing staff of over 70 hardworking employees who serve the early childhood community and families in need of our resources and support in Solano County.

Juan Cisneros

Juan Cisneros is the Executive Director of Child Start, Inc., a local non-profit that provides Head Start services in Solano, Napa, and Contra Costa Counties.

He has a BA in Sociology, an MA in Organizational Leadership, and he is currently working on his dissertation to complete his Education Doctorate in Organizational Leadership.

He and his partner (Ken) enjoy walking and taking spontaneous trips throughout the Bay Area with the newest member of their family, Isabella Clarice Rose – a young Staffordshire Bull Terrier. Although he and Ken have lived in Solano County for over 20 years, they are transplants to this area and often visit other parts of the country and state to visit family members. They enjoy hosting brunches and even gatherings at their home in Vacaville for friends and colleagues.

Child Start’s mission and work align closely with that of Solano Family & Children’s Services. That said, he hopes to create community-wide impact as both a Board member of Solano Family & Children’s Services and as a leader of Child Start, doing what he can to increase access to early care and education for the greater community. He would also like to do his part to create networks of support for child care providers to strengthen their capacity and resilience to deliver high quality services to children and families.

Public Health Director
Solano County Health & Social Services Department

Jayleen Richards has worked for Solano County Health & Social Services Department (SCHSSD) since 2004. She is currently the Public Health Administrator for SCHSSD. She started in Maternal, Child & Adolescent Health Bureau overseeing perinatal programs. In 2008, she was promoted to Senior Health Services Manager in the Mental Health Division and was the Mental Health Services Act Coordinator.

Prior to working for SCHSSD, Ms. Richards was with Children Now for nine years—a leading state and national advocacy organization focused on improving the lives of children and families. Immediately following graduation from University of California Davis with a Bachelor of Arts in Political Science and English, She taught elementary school. She has a Master of Public Administration/Health Services Administration from the University of San Francisco.

Ms. Richards is the proud mother of two sons and has been married for 30 years. She utilized SFCS services when her sons were young. She is proud to serve on the SFCS Board and be part of an organization that has a huge impact on the lives of Solano County children and families.

Christie Speck

Christie Speck is the Director of the Early Learning Center at Solano Community College. She has been in the field of early childhood education as a teacher, a family services specialist, and as an administrator since 1975. Her passion is working with the children’s parents and partnering with them to support their most important job – being a parent, and advocate for their children.

Christie and her husband, Gordon, have been married 45 years. They have a fabulous son, Greg. Gordon, Greg, and Greg’s wife Sophie are among the most valued people in her life. Spending time with them and other family members is one of her favorite things to do.

As a Solano Family and Children’s Services board member she brings experience in the areas of early childhood program design and management, child development best practices, personnel management, and public relations. She is one of SFCSs biggest cheerleaders because she knows the positive difference the agency makes in the lives of children and families.

Gloria Nunez has been employed by Travis Credit Union for the past 37 years. During her tenure, she has held several different positions, currently serving as the Vice President of Central Operations. She and her husband Ron have lived in Solano County since 1981. They have 3 adult children who all live and work in Solano County as well. Gloria has 7 grandchildren ranging in ages of 2-15, she is very active in their lives and enjoys spending any extra time she has with them. As a board member of Solano Family & Children’s Services she hopes to help influence, as well as support the organizations vision and mission of promoting and advocating for the well-being of children, families, and child care providers.

Luke Godfrey

Luke Godfrey is a Realtor with Stumbaugh Realty Advisors, servicing primarily Solano County. He and his wife grew up in Solano County and are now raising their two children in Vacaville. Having helped a number of first-time home buyers relocate to the area, he is uniquely qualified to give an up-to-date view into the demand for child care in this area.

Luke graduated from UC Davis with a degree in Biological Sciences, and a Master’s in Business Administration. He is well versed in organizational structure and behavior. He brings this education and varied experience as a teacher, biotechnology professional, and construction supervisor to the board.

As a board member he is interested in improving the marketing of the organization, increasing the visibility to the community, and in helping to ensure the organization runs as efficiently as possible.
